DEPARTMENT OF SPECIAL DUTIES/CLIMATE CHANGE

The Department is headed by a Director and comprises of two Divisions. Namely:

Climate Change Division

  • Strengthening of the National Inventory for Greenhouse Gas emissions by the inventory of GHG emissions and sinks at the com
  • munity level which then serve as primary data to be fed into the National database thereby putting the State on the National and International radar of GHG intervention programmes;
  • Annual update of the Greenhouse Gas Inventory Database;
  • Participation in the National Digital Hub for GHG Inventory Management System (Data Collection, Analysis and Archiving), serving as the State representative;
  • Calculation of existing Inventory emissions in line with IPCC Guidelines;
  • Implement and improve the State GHG Inventory Plan;
  • Collaborate with relevant National and International organizations in the areas of: Capacity Development, and Research to support National planning;
  • Develop programmes through Capacity building Workshops/ Seminars on GHG emissions/ Sources/ Scenarios/ emission reduction.
  • As part of efforts towards development of robust actions toward climate change response in the State, it is becoming increasingly apparent that the State will have to institute Carbon Emission Credit and Trading System in which all stakeholders will be participants.
  • Department is expected to serve as the Secretariat for the Carbon Emission Trading Scheme.
  • Already the State is expected to submit her Greenhouse Gas Inventory to the Federal Inventory Database for the next National GHG Reporting to UNFCC by 2021
  • Development of strategies for implementation of Education, Awareness and Outreach Programmes on Climate Change and its effects.
  • Liaison with relevant stakeholders on Media Education, Awareness and Outreach.
  • Organize and attend Meetings, Seminars, Workshops and Conferences as related to Climate Change Education, Awareness Creation and Outreach programs locally and internationally.
  • Collaborate / support projects with NGOs/CSOs in Climate Change Education, Awareness and Outreach Programmes and activities locally and internationally.
  • Production and distribution of Climate Change Education, Awareness and Outreach materials for public enlightenment.
  • Coordinating Climate Change School’s programmes.
  • Provide stakeholders with relevant Climate Change public access to information, communication and technology, research and developments as regards to Climate Change vulnerability and mitigation/adaptation indices.
  • Create Awareness through the use of “conventional” and “new media”. Conventional media such as Print, TV, Radio, while the new media is through the use of Social Media such as Facebook, Twitter and Instagram. Awareness can also be created through drama’s, plays etc.
  • Promotion of innovation and technology transfer for sustainable energy breakthroughs
  • Promotion of renewable energy and low-energy economy at homes, commercial and industrial facilities as well as ensuring that manufacturing adopts Clean Development Mechanism in their operations.
  • Development strategy for climate smart agriculture in the State
  • Promotion of land-based carbon sequestration programmes and actions and mobilization of public for their participation
  • Promotion of adoption and usage of emission control and fuel saving, fuel swapping technologies in combustion engines and equipments.
  • Promotion of tree planting campaigns and provision of green buffers in settlements – residential and industrial
  • Development of strategies for the reduction of carbon foot prints by Government and private entities in the State
  • The Department will provide the technical support for the Ministry of Environment in developing a State-wide Climate Adaption Action Plan
  • Carryout annually climate vulnerability assessment for the State and develop climate Vulnerability Index for each sector of the State economy.
  • Have regulatory oversight on the development of climate vulnerability assessment report by industrial and key commercial players in the State.
  • Through the State Inter-Ministerial Climate Change Action Committee develop strategies for mainstreaming climate change adaptation into all existing and new State Development Plans and official Vision statements and ensure that climate change adaptation is taken into account when drawing up the State’s Annual Budget.
  • Lead and provide strong coordination for all the climate change adaptation activities across the State.
  • Report annually to the Governor and the public on the State’s progress towards meeting the adaptation needs of the State
  • Facilitate the implementation of the adaptation strategy through all the sectors by coordinating with the Federal and Local Governments.
  • Provide a platform for CSOs, the organized private sector and government to share information and harmonize activities
  • Recognize and engage CSOs, the organized private sector, development agencies, and other stakeholders in creating and implementing climate change adaptation policies, and work with these groups to ensure the adaptation policies are gender-sensitive.
  • Create an enabling environment for the organized private sector to invest in climate change adaptation, including business opportunities presented by climate change adaptation options.
Special Duties
The Unit being upgraded is already saddled with the responsibilities of overseeing the following special revenue, which are not directly under the statutory functions of existing Departments;
  • Toll Points Management
  • Expanded Producer Responsibility Scheme
  • Environmental Management Plan (EMP) of Non-Manufacturing facilities
  • Development of other sources of revenue by the Ministry
  • Industrial Inspection
    • Monitoring of environmental performance
    • Investigation of pollution and discharge cases
    • Continuous surveillance of potential sources of environmental pollution
    • Promotion and enforcement of installation of pollution abatement facilities and or equipment
